From 14th December 2007 every property requires a Home Information Pack before marketing takes place (bar a few exceptions). The HIP includes a home energy efficiency rating - produced in the form of a Energy Performance Certificate, containing advice on how to cut carbon emmissions and fuel bills. Also included are documents such as a sale statement, searches and evidence of title. Additional documents are required if the property is leasehold.

The Government propose that from the end of 2008 onwards properties will not be able to be marketed unless the EPC has been completed and returned to the agent marketing. At present the HIP only has to be ordered and therfore there is no delay in starting the marketing.
